Restrict users from making changes to Domain-wide settings

I would love to be able to prevent the Banned file types setting from being changed by individual users.

  Administrators are the only people on the account that can make changes to any domain-wide settings.

  Banned file types can be enabled or disabled on the end user level but it has no effect on the domain-wide settings.

  I understand that, but can I keep users from changing it like Anti-Virus cannot be disabled.   I want to ban extensions and do not want users to override this.
