Per user quarantine digest/notification emails

Allow a per user quarantine notification to be sent without all addresses having to be specified.

Currently only once all mail accounts have been specified (Email account list complete) are you allowed to have email notifications, I dont want to have to say everything is defined but I would still like the users that I have defined to be able to receive a digest/notification email.
